In plain words
What it means
The fiscal deficit is how much more the Union government spends in a year than it receives in taxes and other income. It is, roughly, what the government has to borrow that year. Rupee amounts grow as prices and the economy grow, so a larger number does not on its own mean heavier borrowing; the share of GDP is the fairer way to compare years.
Each budget gives up to three figures for a year: the budget estimate (the plan, presented on 1 February), the revised estimate (an update a year later) and the actual (what was really spent and received, known about two years later). A plan and an outcome are not the same thing, so every year here keeps its label.
