What it means
Capital expenditure is money the Union government spends on things that last for years, such as roads, railways, defence equipment and buildings, rather than on running costs like salaries, interest and subsidies.
Each budget gives up to three figures for a year: the budget estimate (the plan, presented on 1 February), the revised estimate (an update a year later) and the actual (what was really spent and received, known about two years later). A plan and an outcome are not the same thing, so every year here keeps its label.
